Fill out a game report for all Misconduct/Incident, Serious Injury or any and all issues and concerns, on the day of the game and email to the Regional Referee Administrator (RRA) and phone call.

Young Referees!
Youth referees: You must be two years older than the divisiongames you are refereeing. (e.g.: if you are 12 you can ref U10, & U8) "The youth referees are not covered by the Safe Haven Protection Law, when refereeing their age or above and it is unacceptable for them to ref these specific games.
The Referee Raps are: To Be Announced - 5:30 till 6:30, Roundtable Pizza at Beach & Adams.
Rewards Program:
We will continue to have every game centered by a youth = $2 credit. Every game as an assistant = $1 credit. The reward system is- youths may accrue their credits from games to obtain a gift certificate at the store of their choice (within reason, negotiated with Director of Youths)
The top 3 youth referees who referee the most # of games in the regular season plus bonus U8games, receive an additional $30 credit. The top 3referees additionally receive a special award, presented at awards banquet in January.
Any youth referee who referees at least 12 total games during the fall season receives an additional $25 in credits.
$1 credit for each Referee Rap attended, and $1 credit for attending Youth Referee Review in August at Lamb Field.
Any youth referee who is age eligible to upgrade to the Intermediate or Advanced badge will receive an additional $25 in credits for each upgrade completed.
Awards are presented at awards banquet in January, or mailed to youth's home.
December 10th is the deadline to request redemption of credits for rewards.

Discipline Policy:
Do not use red or yellow cards for U8 or U10 players.Use extreme caution with using cards at the U12 level.

No penalty kicksNo off-side (don't allow obvious "cherry picking" either)
There will be only direct kicks at this level, and only from outside the penalty area for the attacking team.
Overtime Play-Offs
Region 117 playoff games may not end in a tie. A winning team must be determined.

The laws can be open to interpretation. USSF has published the 2009 Advice to Referees. The Document is approximately 6.3 MB in size. You need Adobe Reader 6.0 or better to view the document. Different from previous version, one can print this document and cut and past from it.
The United States Soccer Federation has published its latest Guide to Procedures (pdf, 1.5 Mb).
USSF has published a document (69kB) discussing the seven actions which result in a caution.
USSF has published the 2009 7+7 memo ( 143 kB) which lists the only reasons for cautioning and sending off.

It is not a breach of Law for a player simply to be in an off-side position, but only when in that position he causes the play to be affected.

FIFA has issued a new interpretation in 2005 of the Offside law.(23 kB). This interpretation in accompanied by a Flash animation (29 kB) demonstrating the salient points.
The significant change in interpretation is that a player in an offside position, not interfering with an opponent, may not be sanctioned for an offside infraction until he touches the ball.

The physics are really weird in scene 29! In scene 33, Player B looks like he is in an offside position; assume he is not.
FIFA has issued a clarification (20 kB) to the above interpretation on 18 Aug 05.
USSF has issued a position paper (27 Kb) supporting the FIFA clarification. The paper seems self contradictory (the English is turbid), but the conclusion supports FIFA's position.

AYSO follows the directives of USSF, our National Governing body, and this is just a clarification of the way offside should have been taught in the past and should continue to be taught. There has been a recent (April 2006) flurry of discussion on offside on the referee mail server. Jim Gorden, a referee from many parts of the world (my last contact with him was in Maryland), has written an interesting essay on the topic (17 kb). It is well worth reading and considering.
